I could make it work with CSS Selector id (*).
For some reasons, even if the Drupal blocks is selected, it is still looking for a selector id.
So installing https://www.drupal.org/project/jquery_once β as well as selecting Css id (#) and targeting the block by that id, made the pop up visible for me
when i installed this module https://www.drupal.org/project/jquery_once β , this error Uncaught TypeError: $(...).once is not a function goes away. but the pop up still not showing up, not sure if i'm missing something else in the popup setup

so when the translation is on and page is translated for example from FR to EN , then i can't save the uploaded image.
@cilefen thanks so much, in console showed some error related to google translate extension on chrome. I've disabled it and it solved the issue.
