Tried applying the patch from #8, but I get the following error:
The CKEditor Quote plugin needs another plugin to create <cite>, for it to be able to create the following attributes: <cite class="author">. Enable a plugin that supports creating this tag. If none exists, you can configure the Source Editing plugin to support it.

Using this patch and found an issue where, when the Link formatter is used to display the URL only as plain text, the node title is still displayed instead of the URL. Will take a look and update the patch.

Yes and looks like it was missing from the global settings too, so updated the MR to include both.

I also have a use case where I need this (showing an event time without the date). I still need the AP style rules for time display (e.g. a.m. not AM/am, 7 instead of 7:00, option to choose between 'to' and '-', handling of noon and midnight, etc.), so I'd rather use the time handling already in the module than create a separate field formatter. I rebased the previous MR against the latest in 8.x-1.x.

@DudeWeb, do you have the Components module installed and enabled? Gesso USWDS relies on that module for Twig namespaces.
