Updated the patch according to CKEditor 5 - to update the div tag to cite tag

Currently, the "Quote author" value is rendered in between a <div>element. In order to provide more semantic information to the <blockquote>, the <cite> element should be used instead. See the HTML specification on the <cite> element and this page for more details.
The <div> for the quote author should be replaced with a <cite> tag.
