Use the <cite> element for the quote author

Updated the patch according to CKEditor 5 - to update the div tag to cite tag

Updated issues - ignore previous patch

Tried applying the patch from #8, but I get the following error:
The CKEditor Quote plugin needs another plugin to create <cite>, for it to be able to create the following attributes: <cite class="author">. Enable a plugin that supports creating this tag. If none exists, you can configure the Source Editing plugin to support it.

Updated #8 to fix the above error (mostly just needed `- cite` added to the .ckeditor5.yml file)
