Rerolled patch for views_bootstrap 5.5.0-beta-4

Rerolled patch from comment 15 to work with menu block 8.x.1-11

Added additional access check to the patch to hide the Actions column header if the current user doesn't have a permission that will render any actions.

I have re-rolled the 3.7.x patch to version 4.0.x.

We have been utilizing this patch to override the smart-date-recurring-formatter twig template for recurring Smart Dates in a specific field. The additional theme suggestions allow us to only target recurring smart dates using this field with our template override.
