Adding theme suggestions for smart_date_recurring_formatter

When theming the smart_date_recurring_formatter, there are no theme suggestions to override a specific field.

I have made a patch to add the #parent element to the theme variables and added hook_theme_suggestions_HOOK_alter() to create suggestions.

I have re-rolled the 3.7.x patch to version 4.0.x.

We have been utilizing this patch to override the smart-date-recurring-formatter twig template for recurring Smart Dates in a specific field. The additional theme suggestions allow us to only target recurring smart dates using this field with our template override.
