Given this was committed ~9 years ago, I'm not sure that we need to document anything now. Marking this as fixed.

Now that we have hook_mode_access_records_alter(), the 'priority' element in http://api.drupal.org/api/function/hook_node_access_records/7 is just a dangerous remnant of the old API.
Best to remove it entirely and force developers to use the alter hook.
