Change "Page specific visibility settings" in block configuration to more meaningful language.

In the Block configuration interface we have a section "Page specific visibility settings". This is somewhat misleading because it is really "path specific" settings. There are a few points of potential confusion. One is that that the default "Page" content type may confuse some users. It also may lower the bar for understanding as the concept of many users coming to Drupal centers around a traditional model of pages so the idea that a block could appear on the same content or not depending on the path used to access that content is confusing.

My first thought would be "Path specific visibility settings".

Think after 14 years this isn't causing much of an issue? Also think there is a ticket (I can't find) to redo the block placement UI. But meantime closing this one out since there was no movement.

If still valid though please reopen updating issue summary for how it pertains to D10

    Thanks.
