Offer to co-maintain Field Formatter Condition

My current project could really use this module, but we need it for Drupal 10+, and it looks like it's not being kept up-to-date.

As such, I'm offering to help co-maintain it, and bring it up-to-speed. This would involve:

1. #3084136: Deprecated Code Report → ,
2. #3287494: Automated Drupal 10 compatibility fixes → , and finally
3. cutting a new release for D10.
