[PP-2] Use AVIF with webp fallback in xb_parametrized_width image style once we require 11.2

Overview

In ✨ Add automated image optimization to image component Active we added a xb_parametrized_width image style that converts to webp.
In ✨ AVIF conversion with WEBP fallback Active core added support for AVIF with fallback to WEBP.
Once we require 11.2 in 🐛 PHPUnit Next Major tests failing Active , we can switch to using that too.
