Allow <picture> element generation alteration from outside the module

Problem/Motivation

In some cases, users would like to extend RIFT's
element or entirely replace the element with a custom implementation. A use case that came up was for custom element implementation to support container queries.

Having a clear API to do so would help such custom extensions to be developed in contrib space.
