Remove usability maintainers from core given recent introduction of UX Manager

Problem/Motivation

UX topic maintainers have long been inactive, other than Cristina Chumillas who was recently promoted to UX Manager alongside Emma Horrell.

    I'm not sure we can commit this as-is because it's effectively removing a role from the project govnernance, but without a corresponding change to the project governance and all its references to usability topic maintainers.

    Also, what becomes of the usability core gate? There is a 1:1 correspondence between the gates and the topic maintainers, by design. Do the UX managers enforce the gate despite that their role should theoretically have broader responsibilties? Also, the usability topic maintainers might not be active other than Cristina, but the usability team still functions as a way to provide UX feedback for core issues.

    Cross-posting from Slack. I guess the one thing we probably still need then is docs updates, including updates to https://www.drupal.org/docs/develop/issues/fields-and-other-parts-of-an-... โ†’ and other places it's too "39 C heat index Saturday" for me to think of right now. :) That probably should have blocked the governance issue, not this one, but this is the one still open. Thanks!

    The issue with the GitLab pages still having the stuff about usability topic maintainers was the result of an incomplete merge, which I've now fixed. :) So this is only about the handbook docs.

    ๐Ÿ“Œ Remove yoroy as maintainer for Usability Active reminded me that we should also at least contact Bojhan before we do this. (Roy has already stepped down from the role and Cristina is obviously moving on from it to the UX Manager role.)
