[Later phase] Support conditions and contexts for block components

Overview

With support for conditions and contexts on block component sources, XB provides a path towards deprecating block module.
Block plugins are provided by system module.
📌 Remove block.module dependency from Layout Builder Needs work is aiming to move the theme hook into system and remove the dependency from LB
📌 Why block_content depends on block? Active is breaking the dependency on block module from block_content

With those two and conditions/context support in XB, the path to deprecating block module is doable.
