Drupal 9 is no longer supported here. Composer questions can only be answered by you providing information including the command you typed and its complete output. Read the output carefully, as the reason is often stated there.

Also. The Drupal Core issue queue is not the ideal place for support requests. The 'support request' option is there for filing support issues for contributed modules and themes. There are several support options listed on our Support page → . This is 'Get Support' at the top of Drupal.org. There is also information about Drupal Slack → , at 'Get Support -> Drupal Slack' also at the top of Drupal.org. You may get better replies in one of those places.

Thanks for clarifying the support options @quietone.
However, in the new design under https://new.drupal.org/ there is no link to Get support ( https://www.drupal.org/support → ), so the Drupal Forum ( https://www.drupal.org/forum → ) will be even less likely to be found. On the other hand, the proprietary system Slack has a direct link, and it is not ideal to funnel all support into a single container, since solutions shared in Slack will eventually disappear, cannot be found in search engines, etc.
Conversely, solutions shared on our own platform (in the Forum) will stay forever, and can be found on the internet.
