Cannot disable handler

Problem/Motivation

When I try to disable the handler in a webform, it remains enabled

Steps to reproduce

  • Disable email confirmation handler
  • Open and fill out webform
  • click submit button
  • Webform is not sent to recipient
  • When I check the log it tells me the "draft was created"
