We require post_update hooks for any configuration changes. The following field changes have missing config updates:
1. `editor.editor.civictheme_rich_text` - missing update to allowed tags for editor (D11 requirement change)
2. `field_c_b_link_in_mobile_menu` - new field for `civictheme_search`
3. Updated view mode for referenced entity in `civictheme_navigation_card_ref` paragraph
