Problem/Motivation

Our\Drupal\ai\Plugin\AiFunctionCall\Derivative\ActionPluginDeriver is very basic right now, look out how we can improve coverage and reliability.

This task is a place to track experimenting with a more robust solution so we can test effectiveness of context mapper.

We are doing some issue management housekeeping and adding/removing components.

We are removing the "Code" component and want people to categorize issues with the best module/submodule component.
