When creating a media with a file field and enabling the revisions, the file still accessible.
It is right to keep the file on the table file_usage as is on a revision, but maybe the file should not be accessible if the revision is not the default one.
Create a media and add a file field, also enable the revisions.
Upload a file on the new media, and create a new revision with a different file, if you try to access the file attached to the previous revision, it is still accessible.
