The drop button doesn't look right when there is only one follow-up task

Working on this.

Task dependent on the completion of task https://www.drupal.org/project/drupal_cms/issues/3513758 ✨ Add follow-up tasks to recipes that can use them Active first.

Will circle back and update the button styling for the instances of one task vs multiple follow-up tasks being present.

Spoke with Adam about the multiple tasks and the greater project plan.

Suggestion: Target the button when an icon is present,
- right margin
- background-color (del)
- move box-shadow and background-color to parent element to better handle states with/without icon.

I'm not sure this needs to be postponed on that, as I don't think it will actually change the CSS. there's still always a chance of a dropbutton having one action, so I think we can move forward on this.
