[meta] Tasks for initial launch of IXP

These are the issues that need to be complete prior to launching the IXP program for new developers:

• 📌 Develop IXP Best Practices Documentation Active - it is important that we be able to provide potential hiring organizations with ideas and emerging best practices for hiring a new Drupal developer. This documentation can include potential tasks that IXPs would be suitable for as well as thoughts about how to effectively mentor an IXP.
• 📌 Develop IXP Best Practices Documentation (for IXPs - employees) Active - initially, we will likely have less content for this, but we need to launch with something.
• 📌 Collect case studies from existing programs Active - we have a great start on this one (thanks, anilu@!), we just need to determine a permanent home for links to case studies - probably somewhere off of drupal.org/ixp
• 📌 Update IXP Initiative Homepage Active - we 100% must have this done prior to launch
• 📌 Set Up IXP Management Site Active - @camoa has started this, but I'm sure he'd love some help!
• 📌 Create Jobs.drupal.org/ixp Page Content Active
• 📌 Additions to jobs.drupal.org Active

Ideally, each of these tasks has someone actively leading and working on the task.
