Add new block text is breaking when Navigation is Collapsed

Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies → .

Created a merge request after applying the CSS style changes, the issue got fixed.
Please review.

Before when we go to
Home > Administration > Configuration > User Interface > navigation block
Then collapse the navigation and scroll down to see new block text

You will be able to see the below issue, add new block text is breaking.

I fixed this issue.

@rohitsharma401 I am going to review this issue and change, but can't replicate. Can you please give me more details? I am on drupal 11 and using claro as an admin theme. Which admin theme are you using?
