Support multiple CKEditor plugin configurations in a recipe

In issue #3489583 the `setPluginConfiguration` action was added for setting the configuration of CKEditor plugins. We need to support the configuration of *multiple* plugins. Ideally adding a `setPluginConfigurations` action.

The specific use-case I'm working on is a recipe for the AI subsystem that would provide good default configuration of CKEditor for the various multiple AI Tools plugins.
