[PP-1] Reposition the page centric spinner to the bulk action element

Follow-up for 📌 Change UI for the install queue to match bulk operations Active

📌 Change UI for the install queue to match bulk operations Active is introducing a bulk action component at the bottom of the page, by which you are able to select modules and then install the selected modules at once. Problem is when the user is pressing the install selected projects button, a progress spinner is shown, but not in the context of the bulk action component but in the center of the screen instead. So the user has to visually switch context, shift the focus and reorient on the page and first search the spinner since it is not necessarily in close proximity the bigger the screen actually is.

There was a similar issue 📌 Reposition the card centric spinner for the Svelte UI for install controllers Needs review moving the spinner from being a card centric spinner to the position the install button on the module card was in. The same approach could be taken for the bulk action component and move the spinner from the center of the page to the position the install button is on the bulk action component.
