Use attributes for AlphaValidator plugin

AlphaValidator plugin should be converted to use new PHP attributes instead of annotations.

you can find more info in the Change record → .

IMPORTANT: the issue is added for the 'Global Contribution Weekend' on 25.01.2025. Please, don't work on it till that date.
