We should update the FapiValidationValidatorsManager::validate() method to skip validations.
To check if we need to skip the validation we need to check if:
1. The config to bypass is enabled -

2. The user has permission to bypass. We should check the global permission

and then the individual permission -

by using OR condition.
IMPORTANT: the issue is added for the 'Global Contribution Weekend' on 25.01.2025. Please, don't work on it till that date.
