Permission to bypass individual validations

The module should contain the list of permissions to bypass all validations that come from plugins.
All permissions should be created by using the 'permission_callbacks'.

The permission name should be - 'bypass {PLUGIN_ID} fapi validation'.

IMPORTANT: the issue is added for the 'Global Contribution Weekend' on 25.01.2025. Please, don't work on it till that date.
