Allow tokens in prompts in ai submodules (ai_translate, aI_ckeditor, ai_content_suggestions)

Problem/Motivation

Make it so that similar to https://www.drupal.org/project/ai/issues/3488891#comment-15942883 📌 AI Agents reinvent Drupal Active
Tokens can be used in the prompt fields for these submodules.
I might later split this issue if i bump into issues.

Proposed resolution

Allow tokens in prompts.

Remaining tasks

- Allow tokens in prompt config fields
- Do the token replacement

ai_content_suggestions
ai_ckeditor

Timeline

I will first wait for some other issues to be merged to prevent many merge conflicts.
These submodules have many prompt related changes ready that will be merged any minute now.
