Add scrolling on drag in the layers menu

Overview

Our layers menu now contains many items. This has surfaced the issue where a user currently can't drag an item within the layers menu to a different area of the layers tree if it is out of view.

Proposed resolution

The standard behavior would be for the layers menu to be scrollable while a user is dragging a layers menu item. See gif:
