Url_embed patches not applying correctly

Problem/Motivation

The automated quality checks are not running correctly anymore due to the patches for url_embed not applying anymore. As they seem to be applied in a wrong order.

Steps to reproduce

Proposed resolution

Try to combine the patches for now, and in a follow-up see if the patches can be removed somehow as they are already open for pretty long.
