Sites using the new GC design system may not be using Drupal WxT, however the archive functionality in WxT should be implemented in all GC sites.
Port the functionality of the archive module over to a new GCDS archive module. The expectation is that the functionality is the same, I can add the archive field to a content type. If the box is checked on node/edit, the archive notice is displayed on the page displayed in a
GCDS alert.
We should be able to add the module via composer without the need for a profile

@crow I think this is the wrong issue queue for this, we don't have any GCDS stuff in WxT (for the time being).
The wxt_ext_archive functionality relies on bootstrap and the wet-boew library. GCDS is not bootstrap, is not wet-boew.
Enlighten us please.
It turns out that dependencies make this impractical.
