Regarding custom breakout, I've done it for UI Suite DaisyUI as you can see here : https://git.drupalcode.org/project/ui_suite_daisyui/-/blob/4.0.x/dist/cs...

I have tested the breakout and it does not work out-of-the-box with Bootstrap 5, so it will need some additional work.

Committing row cols removal for the moment.
