Trying to add new "rule" containing "/" results in "Client error"

Problem/Motivation

Trying to add new "rule" containing "/" (after escaping with "\") results in "Client error".

In Database log, we get a message as follows,

Symfony\Component\HttpKernel\Exception\BadRequestHttpException: Invalid URI: A URI cannot contain a
                                                        backslash. in Symfony\Component\HttpKernel\HttpKernel->handle() (line 83 of /var/www/htm

Tested this on Drupal version 10.3.10, and php Version 8.3.12

Try to create a new rule with the example provided in description.
