Fix reference to hook_library_info_build

@sourav_paul, see #3445276-11: Fix lifecycle_links for deprecated or obsolete modules → for my reasoning about credit. The times when more experienced contributors complete a Novice issue is usually when the issue has be worked on some time, say several months. We do want to give the contributors new to Drupal the opportunity to work on Novice issues. I do hope to see you on other issues.
