Replace Readme.txt file with Readme.md file

I reviewed the MR!14 and the Project name and introduction section missing a a link to the project page and issue queue. Installation and Configuration section isn't following the README.md template content.

In this file already mentions the module name and introduction. The Installation and Configuration follow the template of the readme.md file. If the installation is complex, then we create an install.md file.
