validation when using tabs doesnt open the proper tab

Problem/Motivation

I have two tabs with required information , after the user fills out the first tab , there is no focus on the second tab which has required field.
i tried applying this patch which applies correctly but it doesn't fix the problem with the 8.x-3.6 code: " https://www.drupal.org/files/issues/2019-08-22/2787179-highlight-html5-v... → "
i am still getting "An invalid form control is not focusable" in the console. (image attached)
