This would depend upon ✨ Menu Link Cloning Active landing (until then, let's move the needed clone handlers into this module). But let's add a conditional logic check if that module is installed to make menu cloning possible.
When adding the clone handlers, check to make sure they aren't already set first so if/when they get added upstream, we don't immediately break this module.
