Though a user can clone a menu entity the menu links are not able to be cloned. Many times the links are the actual reason for cloning a menu to adjust for a differing menu instead of just creating a new menu container.
When cloning a menu utilize sub-cloning functionality to allow for links to be cloned as well as parent menu item.
