Most look good but don't think should be removing inheritdoc from defaultTheme or not using inheritdoc on profile.

Thanks I did get two of the $profile comments incorrect. Change pushed and I expect tests to pass since this only changes comments.
The Needs Review Queue Bot → tested this issue. It no longer applies to Drupal core. Therefore, this issue status is now "Needs work".
