I've tried all the steps under the https://project.pages.drupalcode.org/la_eu/setup/ (including the short version)

And I was not able to reproduce, there is anything specific on the setup that may is resulting that issue? e.g
This drush updb was executed inside ddev setup?
The setup was using the same php version as settled on ddev php_version: "8.3" ?
It was an initial setup or it happened with an already existed DB?

any other information is useful for this investigation
