[policy] Core module machine name and UI labeling for Automatic Updates

Problem/Motivation

At DrupalCon Barcelona, @catch, @tim.plunkett, and I discussed what the machine name for the Automatic Updates module in core should be. This was a followup discussion that carried over from the previous day during πŸ“Œ [discussion] Core Leadership module removal discussion Active .

There have been some concerns and confusion because the current module does far more than just "update your site automatically". It allows attended updates (a button in the UI) and a set of tools for validating an update that doesn't necessarily need to happen on cron. Therefore, we agreed that it could use a better name.

Currently, the contrib module uses the automatic_updates namespace and it is being moved to be autoupdates

We came up with update_manager as the machine name for the new module. This machine name is available, and the equivalent UI label is currently the name of pages in the Drupal Admin UI that will need to be altered and/or replaced by autoupdates anyway.

Steps to reproduce

While we're already renaming the contrib module in the process of converting it to an MR, let's rename it to the more future-compatible name instgead.
