Adding a layout setting for controlling space around the layout

Problem/Motivation

At the moment we a plugin `\Drupal\civictheme\Plugin\Layout\ThreeColumnsLayout` that is declared in `civictheme.layouts.yml` and this provides a configurable setting for whether the layout is enclosed in a civichtheme container (width restricted).

Within the layout template we have an algorithm to determine spacing (if the left or right column's have space then there should be space above the layout template).

Rather than having an algorithm we should expose a configurable setting via the plugin to allow the site builder to determine this for their site.

Proposed resolution

1. Expose a configurable setting in 3 col layout to determine whether there should be space.
