Problem/Motivation

drupal/upgrade_status reports:
web/modules/contrib/formtips/formtips.info.yml
Value of core_version_requirement: ^8.8 || ^9 || ^10 is not compatible with the next major version of Drupal core. See https://drupal.org/node/3070687.

Steps to reproduce

install & enable drupal/upgrade_status; run scan on Form Tips module

Proposed resolution

if there are no other deprecation issues, consider upgrading the .yml file
to include ^8.8 || ^9 || ^10 || ^11
