Link Attributes widget - Update Categories

Adds the ability to manage link attributes, enhancing display and site structure.

Proposed Categories

2. Content Display
3. Developer Tools

Let's just leave Site Structure. I think Content Editing Experience is a maybe, and more Administration Tools than Developer Tools, but also a maybe - but the one CLEAR one is Site Structure: "Extend the structure of the site by way of content models, data storage, field types, and navigation..."
