block not showing for anonymous users

Problem/Motivation

I created a block with some test text in the content ui. i placed it in the content footer using the admin/structure/block page . the block shows up only if i am logged in , doesnt show for anonymous users.

    That must have a cause that probably isn't a bug.

    • What are the "visibility" settings for the block?
    • Are there any custom themes or custom modules on the site?
    • What is the theme?

    Tested with the fresh install of 11.0-dev on Olivero.
    1. Created a Content block with the content in the body
    2. Placed the block to the Footer top and Footer bottom, no visibiity modifications made
    3. Browsed the site when logged in as an anonymous - block shows in both cases.
