Incorrect langcode when installing in a language other than English

When installing Drupal in a locale other than English, there are settings that are fixed with an English langcode.

Install Drupal with the standard profile in a language other than English.
Activate the config_translation module.
Go to the body field of one of the content types that the profile generates and click translate.
The original language will be "None" and if we add new languages it will not allow translation.

If you install Drupal in another language, the default settings should be in that language.
