Tour and No Tour available button labels should not be required, and don't work on every page

Leaving the text blank will not stop the tour from rendering,

Issue 1
On /admin/config/user-interface/tour/settings
When you first install the Tour module, these values are blank, yet the text appears. = Fixed in a previous commit
Both fields are required, so you have to enter value. = Works as designed
I would like to have the No Tour available button label blank, but this can't be currently done. = Works as designed can put in a feature request but goes against 🐛 Show (disabled) Tour and Edit buttons on pages with no tour/edit available Fixed
