Technically our governance states we need one DA rep and one Core rep - so I think this is RTBC.
However, some additional +1's wouldn't hurt since this is not about a single post.

I agree with this and was looking at documentation.
It seems to me that this is just adding the 'announcement feed' to the intent of the first paragraph at https://www.drupal.org/about/core/policies/maintainers/create-a-release-announcement-on-the-about-drupal-blog. So, maybe add to that page instructions for creating an item for the 'announcement feed'? And Creating a new Drupal core release β needs to be updated to specifically add a step about the 'announcement feed'.
The minor release prep spreadsheet does include an row for the 'announcement feed'. For 11.1 it is "Publish an Announcements Feed entry about 10.2.0 with help from the DA", which is not quite right but at least it is a reminder.
