Announcements feed: always put minor and major release announcements on the announcements feed

Problem/Motivation

We should always announce minor and major core releases on the announcements feed - there's a maximum of four per year and they always come with an announcement post.

The maximum is:

1 major release + 1 minor release for that branch + two maintenance releases

OR

2 minor releases on the most recent major branch + two maintenance releases on the most recent minor branch.

But also it's more likely we'll only do announcement posts for Drupal 11, and include a 'Drupal 10.4 is also available' line somewhere linking to the release notes.

Either way it's a small number of posts per year.

Given posts are only supposed to appear on the feed once they've been +1d by both a core committer and someone from the DA, posting this issue to encompass all core release announcements - to save needing a boilerplate issue for every release.
