Move webform request button out of form "actions" array

Problem/Motivation

While the "actions" array is typically the right place for action buttons, in this case it's problematic to have the "Add to cart" button in combination with the "Request" button because the amount button (see ✨ Group "Add to cart" button and "amount" field into a parent form element in the add to cart form Active for future hopefully improvements)

So we need to get it out of actions to be able to have the "Add to cart" button combined with the "amount" field but separate from the "Request" field.
