Problem/Motivation

Disabled forms can be selected on block placement page/region and layout builder add block UI.

I am unsure if this is the right place as it might be a contact form issue but:

1. Can we check if the contact forms are enabled?
2. Hook into the contact form edit page settings and add a "Make available as Contact block" setting?

Steps to reproduce

Enable contact block and have multiple forms enabled or disabled. I have added images to illustrate.

Proposed resolution
