Update Smart IP dependency to version ^5

The current module has a dependency on "drupal/smart_ip": "^3 || ^4". These versions are not compatible with Drupal 10, preventing the upgrade to Drupal 10. To resolve this issue and enable the upgrade, the dependency on drupal/smart_ip needs to be updated to ^5, which is compatible with Drupal 10.
