Method getMockForAbstractClass() of class PHPUnit\Framework\TestCase is deprecated in PHPUnit 10 - replace in class NormalizerBaseTest

Not sure if there is any BC concern with changing an abstract class of a test, I feel like there's not so I'm going to mark it as the fix appears to be a good substitute

Committed/pushed to 11.x, (and cherry-picked to 11.0.x and 10.4.x to keep the tests in sync as much as possible), thanks!
